DHA — Dubai
The Dubai Health Authority licenses healthcare professionals working within the Emirate of Dubai (outside specific free zones with their own regulators). If your job is in Dubai, the DHA is generally your licensing route, with its own exam, application portal (Sheryan) and requirements. DHA is one of the most commonly referenced UAE authorities simply because of Dubai's large healthcare sector.
DOH — Abu Dhabi
The Department of Health Abu Dhabi (formerly HAAD) regulates healthcare professionals in the Emirate of Abu Dhabi. If you intend to work in Abu Dhabi or Al Ain, DOH licensing applies, with its own assessment and processes. Although the broad steps resemble other UAE authorities, the specifics differ, so a DOH application is not interchangeable with a DHA one.
MOHAP — federal
The Ministry of Health and Prevention licenses professionals in the northern emirates — such as Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah — that are not covered by DHA or DOH. If your role is in one of these emirates, MOHAP is typically your route. As with the others, it has its own exam and requirements.
Which applies to you
The deciding factor is location: your licensing authority is determined by the emirate where your employer and job are based, not by your nationality or profession. Free zones such as Dubai Healthcare City may have their own regulators too.
